We standardize all dates and times for logs to be in UTC format only, in order to minimize confusion.

The reason why logs cannot be in user's local time zone is because it can have a possibility of changing overtime, which may lead to further confusion.

Standardizing it with UTC is a best-practice for APIs and works wells by removing confusion on what timezone a particular date is in.
