Error:

Unable to list item. You will be unable to complete this request until payment is made or a credit card is put on file for automatic monthly billing.

Resolution:

That error means the method you are using to pay seller fees is either not verified or not setup correctly. You would need to access your seller account on eBay, go over to Account Settings and check the payment method is updated.
